Puppy mill owner convicted

Junior Horton, the owner of Horton's Pups in Hillsville, was convicted last week on 14 counts of animal cruelty, 25 counts of animal neglect and one count of failing to obtain a property license.

Animal welfare groups, both private and public, across the state participated in rescuing the 700 animals Horton gave up. Loudoun's Department of Animal Care and Control took in and tried to rehabilitate 11 dogs and 12 puppies, said Laura Rizer at the shelter in Waterford. Of those, 21 were adopted. One female, which had been used for producing puppies, died of an infection, and one adult was euthanized.

More than 100 of the Hillsville dogs and puppies came to Loudoun and neighboring counties.

Authorities found more than 1,000 dogs and puppies at the farm in November 2007, most confined in outdoor wire cages. Horton had a license to keep 500 dogs.

Horton will not have to spend any time in jail, but he was ordered to reimburse veterinarians who took care of the animals he surrendered.
